The newly developed Mutant Response Division comprises of the former members of the Mutant Eradication and Extinction Group, an anti-mutant organization. With the national passing of the Mutant Registration Act, the nation's government gave the okay for several anti-mutant response units to activate. Leland WInsley, CEO and owner of EmergeCorp decided to step up and buy out the U.S. branch of the MEEG, turning it into the Mutant Response Division (the MRD). With the full backing of state and federal officials, the MRD no longer has to worry about police intervention while protecting humans from mutants like anti-mutant groups have had to deal with in the past.

The MRD is a highly-mobile, highly-efficient militant group with the sole purpose of hunting down and detaining (or destroying) mutants. Currently, the main headquarters for the Division is located in the heart of Manhattan, situated in the newly fortified former MEEG building. The other bases in Boston (NY), Sparks (NV), and Spokane (WA) have been repurposed to be holding facilities for detained mutants. The former MEEG employees continue to do what they did before the ownership change, running tests and proceedural experimentations on the mutants in their cells.

Vindicorp is another company that works on mutant technologies but were unable to develop the cure before Worthington Industries Inc did. What they did develop is an anti-psionic technology and items that hinder psionic powers from working correctly. This was presented as a solution and precaution to the lack of defenses available against mutant powers. The company as a whole is more focused on defense against mutant powers. A child company of Vindicorp, EmergeCorp is the laboratory and scientific discovery division.

The Mutant Response Division are sent to detain mutants who fail to comply with the Mutant Registration Act's trial procedures mandated by their respective state, or individuals who fail to release their identity as a mutant.For mutants who cooperate, Vindicorp and its subsidiaries are not sanctioned under the laws of the Mutant Registration Act to detain as there are legalities and rights in place for mutants who cooperate with the Mutant Registration Act.
