As a business and high security association, the M.R.D. has a hierarchy in the way of a clearance level system. This method is used to keep out intruders, and is kept updated both in the company computer systems, as well as the employee ID badges. Moving up within the group can cause clearance level to change, but in the same way, clearance level can be forced down if an employee is under suspicion or does something that is viewed as needlessly reckless.

This level has the least access to information within the M.R.D. This level of clearance is generally given to those within maintenance crew as well as basic security for the building. Secretaries for lower employees would also be given this level. Level 1 are not able to access the main database, see any future plans, or enter labs/holding cells. At Level 1, people are able to verify clearance levels, and enter low security areas, mainly including office spaces. Maintenance and basic security are allowed clearance after hours as well, although their times and locations are monitored through the scanning of their badges.

This level is reserved for higher secretarial positions, which allows for entering basic information into the computer bases. At this level, there is no access to the main database, see future plans, or enter labs/holding cells. Those at Level 2 are able to verify clearance levels, and enter low security areas, although secretaries for higher-level employees are able to access offices spaces that are of a higher clearance. These people are highly monitored through the use of their badge. There is no access to the building after hours at level 2.

Those in level 3 have administration jobs, often sorting through harmless files. They would have access to some things within the computer base, but it would not be anything to do with mutants or plans within the company. It would generally have to do with sorting through company expenses and doing the paperwork for new employees. Those at level 3 would have access to general employee areas in lower areas, but would have no access to the database containing personal information on employees or mutant captures, and would not have access to labs or holding cells. There is no access to the building after hours at level 3.

Level 4 consists of low-level field agents, scientists, and researchers. In order to get to this level, agents must be well versed in hand-to-hand combat and have gone through basic training on low-level mutant capture, as well as who to contact if they see a higher-level mutant. Agents at level 4, have access to low-level mutant cells, but their activity and time is heavily monitored. They do not have access to any database information and they have limited information about future plans. Agents, at this level, have no access to labs and are not allowed in the building after hours.

Scientists and researchers are required to have a good knowledge on genetics, especially that within mutants. Although basic training with combat is not required, there is a teaching on how to handle a mutant escape as well as how to sedate different mutants, based on their powers. Scientists and researches, at this level, have access to labs at designated times, which are heavily monitored through their badges. There is low access to database information, although only on low-level mutants and basic information. They do not have access to information on employees. Scientists and researchers do not have access to holding cells, and are only able to enter them if a higher-level employee accompanies them. They do not have information on future plans within the company, unless it concerns expertise. Even then, information is kept vague. Scientists and researchers do not have access to the building after hours.

Many agents fall into this category, with the requirement that they have special skills in combat and/or shooting. Snipers, mechanics, and higher-level scientists are also in this level. This level allots agents more access into buildings. Agents at this level are given access to the top floors of the facility, allowing them to make appointments with the head of the organization. Agents are given a more thorough training when it comes to handling mutants, and are also given access to some experimental weapons against mutants. Agents are given access to completed files on mutants, as their missions require them, and have designated access times to holding cells, which are monitored by higher-levels. Agents have some information on future plans within the company, but are given on a need-to-know basis. Agents, however, are not given access to labs. Agents do not have access to the building after hours.

Scientists at this level are given access to all mutant files, although it excludes personal information. They do not have information on employees. They are given full access to laboratories and partial access to holding cells, which includes all mutants except high-level mutants. Scientists at this level are also given basic training in self-defense against mutants, as well as complete training on defending themselves against mutant escapes. They have some information on future plans, but it stays on a need-to-know basis. Scientists at this level do not have access to the building after hours.

Elite agents and scientists fall under this level. Agents must be highly specialized and be well versed in mutant information and genetics. Agents must have tons of experience with mutant kind and have proved themselves in taking down mutants on countless occasions. Agents are expected to never fail or miss when taking a shot, at this point. They are given full access to mutant files, although they are given these, as missions require. They have full access to holding cells, and are involved in interrogation processes. Their positions are still monitored, however, through their badges. Agents are given access to all experimental weapons, and are generally the first to try something new. Some access is given to labs, however, it is only on the basis of specific missions and they must be accompanied. Agents at this level are given personalized missions and have access to the upper levels of the building, but only by appointment. Agents are not given access to the building after hours.

Scientists at this level are expected to be innovative with the highest of knowledge mutant genetics as well as developing strands of the cure. They are expected to be able to develop new weapons for agents, and must be given extensive self-defense training. They are given full access to mutants, including the personal information, but they do not have access to the employee information. They have given full access to labs, as well as full access to the holding cells, including the higher-level mutants. At this level, scientists are included in interrogation processes when physical incentive is involved. There is access given to the building after hours, but times are monitored through badge use, and video surveillance is monitored.

At this level of clearance, and above, the only people following into the categories will be people in charge of certain groups. Those who are in complete in charge of agents and those who will be risking the lives of others in their work will either fall into this level or a higher one. Special Operative Agents are in this level, as they command whole teams. They have the power to lower the clearance of anyone within their team. They are given full access to mutants, as well as employees, as missions need them. They have full access to weapons, both approved and experimental, as well as full access to holding cells. They are included in on interrogation, and given the ability to outline interrogation sessions. Lab access is given as needed, although is monitored. Access is given to the building after hours, however it is heavily monitored.

Head scientists would be in this level, ones who are in charge of groups doing experimental research and experimental weapon design. They have the power to create new files as well as add information to already existing files. They can limit the power of those beneath them, and lower their clearance level. Those who would be testing on mutants would be given this level of clearance as well as full access to holding cells and mutant information. Employee information would still be kept from those at this level. Scientists at this level have full access to future plans, although they are given as they need to know, and are given full access to the building, even after hours.

At level 8, is the complete head of a specific department. At level 8, it is people who have a great control over groups of people and mutants within the holdings of the group. Those in this level must have extensive training and specialized knowledge. They are given full access to mutant files as well as access to nearly all employee files, but they don’t have access to the files of those who are above them in level. The knowledge at this level is that of which could themselves in great jeopardy, as they have access to all mutant files at all times. They have full access to labs and holding cells, and are in full knowledge of future plans. Those at level 8 will be the ones who put together teams of people and keep others in check. The have the power to lower the clearance of any lower level and are allowed to add new information to files, as well as create new files. They will organize the interrogations, as well as who will be apart of them. Level 8 clearances allot after hours access to the building, which includes after hours access to the labs and holding cells without supervision, but it will be monitored.

There are very few at level 9 clearances. Those who have this clearance level have access to all employee information as well as full mutant information. Level 9 clearance allots for information on all past information within the M.R.D. as well as past mutants who have seen the group. Level 9 has the power to limit the powers of all levels bellow them, except for level 8, and is able to add new files to the database. They are given full access to all buildings at all times, other than the office of the head of the M.R.D. Level 9 clearance allows someone the power to preform tests on any subjects, including employees. Level 9 has after hour access to the building, however the use of their badge will be monitored.

This level is reserved for the head of the organization and those who are going on suicide missions. They have full access to all buildings at all times and full access to the database of information. Level 10 is able to limit clearance, as well as fire anyone bellow their ranks (i.e. everyone). Level 10 is still monitored when visiting the building after hours. This is the highest rank within the group.
